C-Track, a third-party vendor that provides technology services supporting certain court operations, today announced a data security incident. C-Track, a product of West Publishing Corporation, has confirmed that data associated with the North Dakota Supreme Court was affected.
Data associated with the district courts or the Odyssey system was unaffected.
On July 23, 2026, the North Dakota Court System was notified by C-Track that it had experienced a data security incident that may have involved information maintained by the North Dakota Supreme Court. C-Track has advised that the incident originated within its own systems and was not the result of a compromise of North Dakota Court System networks, and that C-Track's system functionality was not affected.
At this time, the full scope of the incident — including the specific types of information involved and the number of individuals affected — has not been determined. This notice is being provided in the interest of transparency and out of an abundance of caution. There is an active criminal investigation into this incident, and as a result some information may be limited until the investigation progresses further.
There is no evidence that nCourt, the system used to process financial transactions, was impacted by the incident.
In the meantime, individuals who interact with North Dakota courts are encouraged to remain vigilant by monitoring account statements and credit reports for any suspicious activity, and to be cautious of unsolicited communications requesting personal information.
Since learning of the incident, the following steps have been taken:
- C-Track retained specialized legal counsel and engaged an outside firm to conduct an in-depth investigation of the incident, assess its scope, and assist in determining what information may have been affected.
- C-Track notified law enforcement, and a criminal investigation is underway.
- C-Track is establishing a coordinated response that will include a dedicated incident website, a dedicated call center, and credit monitoring services for individuals who may be affected. These resources are expected to be available in early September 2026, and this page will be updated with instructions for accessing them as soon as they are confirmed.
- C-Track has committed to notifying affected individuals directly, in accordance with applicable law, once the investigation identifies who was impacted and what information was involved.
- The North Dakota Court System is closely monitoring the investigation and the vendor's response.
